Well the problem appears to be that the ImagePath entry in the registry
isn't getting updated by the installer, changing it manually seems to
have cured the problem.

Further, I deleted the keys and they weren't rewritten by the installer
so all further installs appeared to go ok but SC could only be started
by clicking the exe, the service version would not run.
