[SlimDevices: Beta] SC7 Default skin mouseovers

This has been driving me nuts, too.  I often find myself overshooting
the icons.  Perhaps even a 100-500ms disappear delay would keep the
look clean but be more usable.  I haven't looked at the skin code
though so I'm not sure how feasible that would be.

The default SC7 skin looks nice, but I find it much slower to use than
the old versions. :-\
