I assumed 7.0+ would include 7.0 and anything higher, but this didn't
work for 7.1. So I just went with * to get our plugins working again
quickly. It would certainly be better to fix the version parser to
work properly.
And it doesn't result in a 404 error, it results in the plugin not
being loaded and an error displayed.
