Alright, give this a shot. If this works for you, I would really like
to know, because it points out a bug that needs fixing.

instead of running `sudo ./build-perl-modules.pl` from the Bin
directory, go up one directory (`cd ..`) and then run `sudo
Bin/build-perl-modules.pl`.

let me know how that goes. Sorry this has been so painful, but if we
can work out some of these issues I will do the dirty work of writing
up a wiki page that describes how to do this, so others don't get
caught in this web if trying to run from source.
