It definitely fixes 5624 plus a few others I can think of.  This is the
first time I've noticed 5623 and I'm not sure I understand it.  The new
RPM doesn't use PREFIX so I guess it's fixed, but I don't understand
how the reported issue would cause the service to fail to start.

Hmm, maybe.  The difference isn't mentioned in the Fedora guidelines. 
Do you know if this is documented somewhere?
