I noticed a similar thing this afternoon.  I had just turned my PC on - hadn't logged in, service runs automatically.

I was trying to play a FLAC file, but the playback was choppy.  I looked at my signal strength, which was reporting the usual ~54%.  I tried the network test plugin, which reported very low throughput - I usually get 2-3M, but was struggling to get 500K - it seemed erratic.

After a few minutes it all cleared up, and the network test started to report 100% at 5M!  I've never seen that before, so I'm not sure if I should believe it.  Anyway, I then tried to play a flac file again, and there was no problem.

Perhaps my PC was still doing something at startup, but I don't think so.
