[SlimDevices: Beta] 7.0 trunk - Settings not persistent on Windows

Is anyone else having a problem with saving settings across server
restarts - either on Windows or other platforms?  I'm not seeing the
problem with every server setting, but definitely the logging prefs
aren't being saved, and I occasionally notice others also aren't always
persistent.

I'm at r10596, not the latest rev, with the recent checkins for
reconfiguring settings pages.  I'm pretty sure the problems began when
the new logging system was put into place.
