That is exactly the goal.  6.5 is being tested.  Of course, not ALL 
bugs get fixed, but it takes time to make sure that the
ones stated as fixed ARE fixed.  No one is just playing with new toys, 
but no one is just going to sit around doing nothing either.
6.5.1 is essentially locked down aside from some targetted issues.  So, 
time to work on something else.  Not all engineers are too stupid to 
understand how to make the best use of their time.
