[SlimDevices: Beginners] Best Old formats to use

I have used EAC to convert my CDs to Flac and I've downloaded a few
files that were only available in MP3. I want to download some music
that is older and the only formats available are usually ogg vorbis;
MP3 64kbs ; shorten and VBR MP3.  What is the best quality of these and
what do i need in order to make them work.

Also time to download is important.  I don't want to download in one
format that takes longer if the quality difference if minimal.

Suggestions?
