In this situation, I would set up a wifi router for the controller, and
run an ethernet cable to the receiver in the basement (wifi routers
usually include 4 wired ethernet ports).  You would also run an
ethernet cable from the router to your PC.

This way, there are no wifi range issues in getting a signal to the
basement.  Your useful wifi area just has to encompass areas where
you'll use the controller.

A wifi router from a major vendor should run you around $50 and they
are fairly easy to set up and secure.
