Given that WAV "tagging" is non-standard, there is no way for a tagging
program to recover that data. If it was WMP that did it, the "tags"
are likely contained in its database and not actually part of the WAV
file.
Your best bet is to derive tags based on file name and directory
structure. Hopefully the files either have descriptive names
("Artist-Album-Title.wav") or are in a good directory structure
(Genre/Artist/Album/Title.wav).
If you can get WMP to save the files as WMA Lossless which contains
tags, then there are programs which can convert WMA Lossless to FLAC.
